The Centre for Community Based Research will work in partnership with Reception House Waterloo Region ( RHWR) to propose an evaluation framework based on two of its flagship programs (i.e., Refugee Assistance Program – RAP, and Client Support Services - CSS). Combined these two programs offer a range of support to Government Assisted Refugees (GARs) within the first two years of their arrival. The evaluation framework integrates the theories of change of these existing RHWR programs into an overarching organizational theory of change. The evaluation framework will also ensure that program activities and organizational practices align with RHWR’s values, achieve RHWR’s mission, and fulfill strategic priorities.
